The PSPV-PSOE CALP have presented allegations to the agreement adopted by the government team of the Calp City Council in the past ordinary plenary session in April 2021, in which the tender for the urban solid waste collection service and street cleaning for Calp was approved , with the vote against all the councilors of the opposition.
The allegations of the Socialists focus on the technical specifications that repeat the same operation used in Calp for more than 20 years on the control of the provision of the service and the quantification of the collection of MSW. That is, at the end of each day, the concessionaire company manually records in a daily work report both the routes provided by the vehicles that participate in the collection of waste (general, plastics, paper / cardboard, glass and household goods) as well as the services provided. by the vehicles that carry out the street cleaning, transferring said information to computer support on the following day.
The PSOE demands that new technologies be used to weigh waste
From the PSOE they have crossed out this organization as "unacceptable for the most important contract that the Calp City Council bids and which is quantified at 4.500.000 euros per year for 10 years.
As they explain in a statement, "with modern technologies that allow controlling both the services provided by specialized vehicles and the amount of waste collected instantaneously, it is incomprehensible how the government team of our City Council approves a tender that could allow us to fall back on the same lack of control and rigor of the most important service of our City Council and that generated a scandalous fraud in the weighing of urban waste in Calp that is still pending judicial resolution ".
Thus, for the Socialists, the local government is carrying out "little transparent maneuvers to maintain the weak points that allowed the Brugal scandal."
Socialists: "with this statement there is no computerized control of the service"
In addition, they have warned that "with this technical specification for the provision of the service, the company awarded the service could easily incur in the suppression of certain daily services of both RSU and street cleaning vehicles since a computerized and telematic control over control of it ".
Another issue that they have explained from the PSOE is that in their allegations they also mention the difference between the amount of waste generation of Calp with the Spanish average. According to data from the INE 2016, the average in Spain of waste collection per inhabitant and year is 471 kgs according to data from the INE 2016, while in Calp the figure rises to 988'66 kgs, according to the technical specifications that it approved the government team in the past plenary session.
With this allegation, the PSOE of Calp has asked the local government to immediately suspend the administrative process of bidding for the MSW and street cleaning service, as well as the modification of the technical specification sheet so that the technological advances of provision and control are introduced of this type of service.
