Ondara modifies the Festival Ordinance and approves an agreement against smoking

This Wednesday, February 28, instead of the last Thursday of the month as usual, the ordinary plenary session of the Ondara City Council was held. This change in date is due to the delivery today, Thursday, of the CEDMA regional awards, where two companies from Ondara, Servicolor and TwelveBeauty, are award-winning. For this reason, the corporation, as reported by the Mayor, José Ramiro, agreed to hold the plenary session on Wednesday in order to support local companies in this outstanding event.

Regarding the agenda, the plenary session provisionally approved unanimously by all political forces (PSPV-Compromís Government Team and PP) the modification of the Ordinance regulating festivals of the town of Ondara. This modification will be submitted to public information for thirty business days, within which interested parties may examine the file and present any claims they deem appropriate. The Councilor for Festivals and Traditions, Jordi Ruiz, indicated that to collect citizens' proposals, in recent weeks a participatory process has been carried out, with an online questionnaire to present proposals, and face-to-face meetings, with the participation, among others. , of representatives of the clubs and members of the Festival Commission, in which the proposals and suggestions have been collected to incorporate them into the ordinance that was raised to the plenary session. The objective of the Ondara City Council in promoting this Regulation is "to reaffirm our traditions and at the same time achieve greater popular participation in the programming and development of the festival, as well as to make it possible for the celebrations to be developed in a way compatible with respectful coexistence and civility," as Jordi Ruiz highlighted. From the PP, his spokesperson, Àlex Hernández, argued for voting in favor of him because "it is good that there are regulations and the situations that may occur at parties are regulated."

The festival ordinance that the Ondara City Council had until now was approved in 2016, and with this modification, they intend to collect the different realities that have occurred in recent years around the festivals and mainly the Popular Festivals of Sant Jaume. The Councilor for Festivals and Traditions, Jordi Ruiz, detailed, regarding the main modifications of the festival ordinance, which affects the need to carry out the programming "with great care to have a balance between the party and the rest of the neighbors." of the affected areas as well as ensuring animal welfare, and the launching of rockets and firecrackers on public roads that are not previously authorized by the Ondara City Council is completely prohibited. Another novelty is that authorization to install gambling dens must be requested annually before May 31. This authorization request will be made online and there will be two managers per gambling establishment who must be of legal age and citizens registered in Ondara at least 6 months before the application. Furthermore, once the gambling dens are installed, before the parties, they must present a responsible declaration at check-in (the model of which will be sent to the authorized managers of the gambling den by email). This responsible declaration will state that the joint complies with the security features necessary for the proper functioning of the parties. In addition, in this record, proof of payment of the assembly fee will also be presented. Another modification concerns the rates paid for the occupation of public roads with gambling dens. From now on, the public price of the cost of each gambling den will be published annually, which will be based on the previous year's expenses, divided by the total number of gambling dens planned for the current year's annuity. The annual public price will be marked by the expenses generated the previous year for: electrical connection, provision of gambling den areas, drinking water, cleaning service, maintenance and citizen security. In this sense, the need to raise awareness among everyone about making responsible use of energy and water resources is highlighted, as well as collaborating with cleanliness and civility on public roads.

Finally, the occupation of gambling dens authorized by the City Council on public roads with minors is regulated. The modification of the ordinance indicates that whenever the gambling dens are occupied, there must be people of legal age who can be responsible for possible events, as well as for the surveillance and well-being of underage boys, girls and adolescents. In the event that an event, review or inspection occurs and there are only minors, without supervision of any responsible adult, the ultimate responsibility will fall on the responsible persons who appear in the authorization of the gambling den, and the establishment may be closed. joint. Regarding infractions, the penalties will be €750 for minor infractions; €1.500 for serious infractions; and €3.000 for very serious infractions. Furthermore, recidivism due to repeated sanctions in the same or different holiday periods will be punished, with a ban on setting up a gambling den for two years. These modifications to the ordinance were approved unanimously.

On the other hand, in the plenary session, the collaboration agreement on the "Smoke-Free Spaces" project between the Provincial Headquarters of Alicante of the Spanish Association against Cancer and the Most Excellent City Council of Ondara was unanimously approved. As reported by the Councilor for Economic Promotion, Raquel Mengual, the Ondara City Council will collaborate in the dissemination of the prevention campaign of the Spanish Association Against Cancer, whose objective is to make visible the status of Smoke-Free Spaces of establishments or public facilities and/or or private. The agreement will have a duration of 2 years.

Out of urgency, the motion for 8M, International Women's Day, which is commemorated on March 8, passed through the plenary session. The motion proposes to point out the origin of machismo in society, it also calls for developing conciliation programs, sexual and menstrual education in classrooms, and protocols to address sexist violence in public spaces. The motion calls for continuing to advance equality through public policies, incorporating the gender perspective, especially in budgets and institutional investments; and promote affordable public housing with special attention to abused women and their daughters and sons.

Regarding the point of requesting from IVACE the inclusion of Phase IV of the projects to improve the conditions of the Marjals-Avenida de Alicante area and Marjals 5, 6 and 7 Industrial Park in the call for Investment Projects for the Improvement, Modernization and Provision of Infrastructure and Services in Estates, Industrial Areas and technological enclaves, annuity 2024; and the approval of the technical reports of the two projects, this point was approved by the Government Team with the abstention of the PP.
