The base values on which the presentation of values is applied are totally incorrect. The Cadastre state that the aim is to revalue properties to bring them in line with current market values yet they use base values for construction (that include professional fees, local taxes and levies....) that are only half real costs, and values for plots more than double sale prices advertised (sale prices that include agent fees and elements of negotiation). In many cases the result is not only distorting the land value, and therefore has a very significant impact on PlusValia local tax involved in the transmission of property ownership, but also overvaluing properties in relation to current market prices. Worse than this, in many cases, the resulting valuation is more than 20% higher than the reference value determined less than 1 year ago by the Cadastre in which land value base values are significantly lower and the adjustment for profit of promoters etc., was 1.10 and now is 1.15. If a tax is being adjusted, and I agree this is long overdue, it must be done fairly and with sound reasoning for the bases on which individual and collective adjustments are made. A base figure for construction of €700/m2!!! The average for a standard dwelling is €12,000. Use this together with a true market value/m2 for land and the total value is REAL... in the case of my particular urbanization resulting in a total cadastral value 20% lower than that notified and, even though resulting in significant increases in IBI , at least is a real valuation and so can be justified. How much IBI is payable is controlled by the Town Hall, not the Cadastre, and the Town Hall approved the presentations of values prior to these being fixed, and it subsequently tries to gain positive publicity by reducing the IBI coefficient from 0.83 to 0.82. . a meaningless reduction and an indication of their disassociation with the people they are supposed to represent not only in this but by attempting to put all responsibility for the cadastral revaluation on the Cadastre, when the Town Hall had the opportunity by law of process to challenge the base values on which this is based! A halt to the process is needed now in order to review the basic values and bring transparent legitimacy to the changes.
