The Government of Calp has agreed to modify the technical specifications of the contract for the Urban Waste Collection and Transport Service and Street Cleaning upon detecting a technical error in the document without economic repercussions for the City Council.
Specifically, the error affects the plot where the ecopark was initially located and that the City Council would transfer to the winning company, it is a warehouse in the Ràfol area that, according to the PGOU, is affected by a future structuring road.
For this reason, the City Council proposes the retroaction of the actions of the procedure to the moment before the approval of the file in such a way that it allows the rectification of the specifications without the intended alteration entailing a substantial modification of the Technical Specifications Specifications or affecting the Clauses Specifications Administrative.
The will of the City Council is that in the new specifications the plot of the ecopark is modified by another similar one also located in the Rafol heading without any alteration in the bidding budget.
This retroaction will mean the opening of a new term for the presentation of proposals, leaving without effect the offers already presented that will have to be presented again. There is no economic damage to the council coffers in any case and the procedure is not excessively delayed and the service will continue to be provided normally.
In the ordinary plenary session of last January, the lifting of the suspension of the procedure for awarding the contract for the service of collection and transport of urban waste and street cleaning of the municipality was approved and the appointment of a Committee of Experts, outside the City Council, with the exception of one, and with recognized experience.
It should be remembered that the tender for this contract was suspended last year due to the appeals filed by the PSPV-PSOE Calp and by Compromís per Calp before the Central Administrative Court of Appeals against the specifications for the contracting of the Urban Waste Collection and Transport Service and street cleaning. Last November, the Court dismissed the appeals and with it the processing of the procedure was reactivated.
