Pedreguer takes action against fraud in Next Generation EU funds

The City Council of Pedreguer has approved this Thursday, October 27, in the ordinary plenary session, with the votes in favor of all the groups, except the socialist, which has abstained, an Anti-Fraud Measures Plan, within the framework of the Recovery Plan , Transformation and Resilience (PRTR), for the management of the funds that come from the European program Next Generation EU.

This Anti-Fraud Plan, essential to be able to access aid from European funds to finance City Council projects, has the objective of guaranteeing and declaring that the corresponding funds have been used in accordance with the applicable regulations in terms of prevention, detection and correction of fraud, corruption and conflicts of interest.
As preventive measures, a series of actions are established, such as the approval of an institutional declaration, which includes the commitment of the municipal government against fraud and the inappropriate use of resources. Also included is the development of a code of ethics, a declaration of absence of conflict of interest and a training plan for staff.

The City Council has already appointed an anti-fraud commission, a body that is responsible for managing and developing the measures of the plan, as well as periodically evaluating compliance with the objectives. The plan may be updated whenever necessary to introduce improvements that guarantee transparency and minimize risks.

The measures of this Anti-Fraud Plan will be applied to all the people and departments that have some type of relationship with the design, management, preparation or execution of the projects that have financing from the PRTR.

This Anti-Fraud Measures Plan is prepared in compliance with article 22 of Regulation (EU) 2021/241 and article 6 of Order HFP 1030/2021 and is structured around four key elements of the anti-fraud cycle, which are prevention, detection, correction and pursuit. In this way, the Consistory assumes this plan as a commitment and a tool to guarantee the proper management of European public funds, guaranteeing that they will be used in accordance with the rules and avoiding fraud.

The Recovery, Transformation and Resilience Plan (PRTR) is an instrument promoted by the European Union to mitigate the social and economic impact of the COVID-19 crisis and support the ecological and digital transitions to achieve a sustainable recovery.

Topics approved in plenary

In the same plenary session, two other local plans have been approved, the youth plan, with the votes in favor of the Compromís government and the CUP and the abstention of socialists and popular, and the waste plan, which has had the vote in favor of Compromís and the abstention of the rest of the groups.

Finally, with the votes of the government and the abstention of the opposition, an extrajudicial acknowledgment of credits of €14.365,22 was approved, to cover expenses for the treatment of bulky waste in September 2022, diesel for the sports center, cinema projections at the fresh and payroll preparations.
