The Ondara City Council held yesterday, Thursday, April 27, the last ordinary plenary session of the Municipal Corporation of this legislature 2019-2023. A last extraordinary session will be held on Tuesday, May 2 at 12:00 p.m. for the draw for the members of the polling stations for the municipal and regional elections on May 28.

Being the last ordinary session, before finishing, both the mayor, José Ramiro, of the PSPV, and the spokesperson for Compromís, Mar Chesa, had a few words of farewell and mutual thanks to the members of the Ondara Government Team (PSPV- Compromís) for the eight years of coexistence and work. They expressed their pride for having formed part of the government team and stressed that Ondara's team had been "an example for the entire region." It should be noted that both made these statements as the electoral lists have already been published and knowing that, whatever the result of the next municipal elections, the same people who are now as members of the municipal corporation will not be there.

Mourning for the death of Councilor Joan Costa Soler

The agenda for yesterday's ordinary plenary session was pending, but it began by reporting the official mourning decree for the death of Ondara City Councilor Joan Costa Soler, who passed away suddenly on Tuesday, April 11. Joan Costa Soler was a councilor in the corporation during this 2019-2023 legislature for the Ciudadanos party, being the only councilor of this formation and its municipal spokesperson.

The Ondara City Council decreed two days of mourning for his death. In the decree it was highlighted that Joan Costa Soler has been of great importance to the municipality due to his dedication, work and delivery during these years as councilor of the council, and the suspension of all official, recreational and festive public acts of the municipality was decreed. Two days of Official Mourning were declared, from April 11 to 12, 2023. During this period the flags flew at half mast in remembrance and respect for the deceased.

Condolences were also shown to the family of the deceased, the solidarity and pain of the consistory, municipal personnel and residents of Ondara, for this loss. In yesterday's plenary session, the mayor of Ondara, José Ramiro, gave an account of this decree, as well as the condolences expressed by the Government sub-delegate in Alicante, Araceli Poblador. She also made public the words that were transmitted from the Ciudadanos Ondara collective in the Municipal Bulletin for the death of their councilor.

Throughout the session, a bouquet of flowers was placed in his memory in the place where Joan Costa was sitting and at the end of the point a minute's silence was observed in memory of Joan Costa Soler, which ended with applause.

On the other hand, on the agenda of yesterday's ordinary plenary session, the Annual Summary of Internal Control Exercise 2022 was reported. And the General Budgetary Account 2022 and an extrajudicial recognition of credits were approved unanimously by all political groups.

In the session, the mayor took advantage of the mayor's reports section to report on the urban ruling of the agreed land for the construction of the pavilion, and on the status of three actions that depend on the Provincial Council: changing the grass on the soccer field , the House of Music and Arts project and the opening of the Day Center.

On the one hand, he explained that according to the sentence and in accordance with the Valencian Law on Territorial Planning, Urbanism and Landscape (LOTUP), all the urban agreements signed with the Ondara City Council by land owners expired at the end of 2020, therefore, they no longer exist. The agreement he was referring to for the pavilion land dates from 2006 and expired in 2020, so it is no longer in force. An appeal may be filed against this decision before the TSJ.

On the other hand, regarding the change of grass on the soccer field, he recalled that the project was requested from the Provincial Plans of the Diputación in June 2021, it was granted in April 2022 and even the Diputación has not said anything about the start of the works, which corresponds to the execution of the provincial entity itself.

Regarding the House of Music and Performing Arts, he explained that it is a biennial plan granted by the Provincial Council in 2020 and also partly paid for by the Ondara City Council, with the Provincial Council being responsible for the project. The delay in drafting the project has led to an increase in the costs of the work, and the City Council has already fully approved assuming the increase that corresponds to it, but on the part of the Provincial Council, the project has not yet been approved.

With regard to the Day Center, the mayor expressed the frustration of the government team because it has not yet been possible to start up due to deficiencies in the project carried out by the Provincial Council. The Day Center project is from 2016, in 2017 it was awarded to be executed by the Provincial Council.

5 years later, in 2022, the works were received by the City Council and the exploitation was transferred to the Foundation of the Residence. But, as Ramiro argued, the Provincial Council did not watch over the regulatory changes in health matters due to the delay of several years from when it was written to when it was executed. And a report arrived with several deficiencies that must be corrected so that the Day Center complies with the regulations, especially fire prevention. The adequacy of the project has already meant 9.000 euros more. José Ramiro assured that it will open as soon as possible, but that the reasons for the delay in opening are due to the fact that the delivery by the Provincial Council was not adequate.
