The document prepared by Global Omnium, the Climate Change Adaptation Plan for Calp, was approved yesterday in the town during the April regular plenary session. The document aims to prepare the municipality for possible scenarios that may occur in the near future as a consequence of climate change.
The plan identifies nine types of risks: drought and scarcity of water resources, heat islands and extreme temperatures, torrential rains and floods, sea level rise, energy dependency, economic stagnation, degradation of the natural environment, loss of marine biodiversity as well as loss of terrestrial biodiversity. This carries out an analysis of each of them and their situation and possible evolution for three scenarios: 2023, 2037 and 2050. Thus, the plan proposes 29 adaptation and mitigation measures for the effects of climate change, as well as 100 actions.
The document classifies as the highest risks in the current scenario (2023) the scarcity of water resources, followed by torrential rains or floods, although it is specified that they are at a manageable level. They are followed by extreme temperatures and rising sea levels, in addition to economic stagnation, energy dependency and the loss of marine biodiversity.
The councilor for Territory, and since yesterday a non-assigned councilor, Juan Manuel del Pino, stressed that it is an action plan, "a starting point for tomorrow to be able to develop projects based on the needs", which, he specified, may be susceptible to access financing from other administrations.
The spokesperson for Defendamos Calpe, Paco Quiles, stated that “this plan is very good, very nice, but if you continue in charge of this town hall it is a dead letter. The PP has sponsored a city model in which it has exerted urban pressure, precisely on the coast and is building in the Saladar, in flood-prone areas.
The Compromís spokesman, Ximo Perles, stressed that this plan “at a technical level is a fantastic plan, but the chances of it being carried out if the current government is maintained are unlikely. The vast majority of plans have been approved for a long time, but they are not executed and that is the big problem with these plans”, he stated.
Along the same lines, the socialist spokesman Santos Pastor described this proposal as green washing, "a way of trying to give a friendly face about sustainability and the environment in theory, but practice shows the opposite" and added that the urban development of Calp "is the opposite, it collides against a plan like this ».
The spokesperson for the PP municipal group, Noelia Císcar, pointed out: «The plans must be prepared and updated; obviously there are plans that unfortunately have not been able to be carried out, but if we do not have them made and updated, they cannot be carried out at any time either ».
The point was approved with the votes in favor of all municipal groups, with the exception of Defendamos Calpe, which abstained.
Sanitation and Rainwater Master Plan
In the same way, the Sanitation and Rainwater Master Plan, carried out by Aguas de Calpe, was also initially approved, which represents an update of the one drawn up in 2015, which already highlighted the need to connect more than 5.600 homes (21% of the total), located mainly in the different urbanizations of Calp, which do not have such a connection and discharge into septic tanks.
The purpose of the plan is to improve the drainage and stormwater networks, control the overflow of collectors, make the connection to the existing structural networks, and build the structural networks that are required.
The point had the abstention of Defendamos Calpe and the support of the rest of the political forces, although the opposition groups questioned whether the plan, with a total investment estimated at 111 million euros, would be carried out. The Councilor for the Water Cycle, Juan Manuel del Pino, acknowledged that the 2015 plan was not processed, although it is a matter that must be addressed to allow the connection to the sanitation network of the many homes that do not have of this service at present and estimated that the cost to be paid for the connection to the collector will range between 6.000 and 8.000 euros.

About subsidies for the rehabilitation of facades
The plenary session also unanimously approved modifying the bases for granting subsidies for the rehabilitation of building facades in order to simplify their content. Two lines are contemplated, the first aimed at comprehensive renovation or rehabilitation actions of facades (the building roofs are not included) of the collective building of the municipality, with the exception of the type grouped outside the urban area. In other words, this line can be requested both in the old town and the urban area.
And, on the other hand, line 2 is aimed at actions of a specific nature on additional elements on the façade (antennas, air conditioning units, awnings, wiring, etc.) and that make visible a clean-up and improvement in the aesthetic conditions in its entirety. in the buildings located in the historic center. Also included are specific actions of painting and/or repairing the walls of the façade. This line only affects facades of the old town.
Checkpoint in memory of Juan Manuel Policarpo Moll
Another point that was unanimously approved by the plenary session was to name the Local Police building Juan Manuel Policarpo Moll, in memory and in recognition of the police officer who died on September 18 in the act of duty when trying to rescue a a man trapped in his car by water.
