The Ondara City Council is holding this Thursday, January 25, the first session of this year of the plenary session of the municipal corporation, and among the items on the agenda stands out the initiative to draft a regulation regulating economic allocations to political groups, and the initiative for the drafting of the municipal ordinance regulating the cleaning, conservation, trees and closure of lots and plots. The motion to declare 2024 as Estellés Year in Ondara is also raised to the plenary session.
Regarding the writing of a regulation regulating economic allocations to political groups, the objective of the rule is to provide, through a regulation, the appropriate legal tool that allows greater control of these public funds by the Ondara City Council, under the principle of transparency that governs the actions of the Public Administration.
Organic Law 3/2015 of March 30 on the control of the economic-financial activity of Political Parties says that the allocations received by them must be subject to accounting and control obligations and compliance with tax and Security obligations. However, the aforementioned regulation does not contemplate an internal control regime for this type of public funds, beyond the making available to the Plenary of the accounting records regarding their application.
Considering that the general applicable regulations do not sufficiently develop the regime for the use of funds and their justification, its regulation by the Ondara City Council, in accordance with the doctrine of the Court of Accounts regarding the regime for justifying allocations, is viable. and convenient, both to reinforce transparency and accountability as axes of open government, and to prevent eventual responsibilities for the people who make up municipal political groups. That is why the initiative is fully carried out with the proposed agreement to draft a regulation regulating economic allocations to political groups.
Cleaning
On the other hand, regarding the initiative for the drafting of the municipal ordinance regulating the cleaning, conservation, trees and closure of lots and parcels, the competent Municipal Services will be requested, due to the matter, to draft this ordinance. . The objective of the ordinance is to regulate the material and formal requirements aimed at cleaning and closing lots, as well as the sanction for non-compliance with the legal duty of conservation, and subsidiary execution as a municipal response to the inactivity of some owners.
The initiative aims to avoid the consequences of citizen failure to comply with the minimum conditions of public decoration, safety and health in the lots and land, often invaded by rodents, insects, debris and weeds; and to solve, on the other, the problems of citizen coexistence that these inactions entail. The poor situation of cleaning and closing of the lots has great public significance, as demonstrated by the writings that are formulated in the City Council demanding municipal action in this matter.
The different regulations that exist until now are incomplete due to the lack of a sanctioning regime. The basis of this Ordinance lies in the need to adapt the maintenance, cleaning and enclosure of the plots to the circumstances and realities of citizen coexistence today.
Estellés Year
In addition, it will be raised for approval by the plenary session to declare the year 2024 as Estellés Year on the occasion of the centenary of the writer's birth (on September 4, 1924, Vicent Andrés Estellés was born in Burjassot; one of the most prominent Valencian poets, writers and journalists of the twentieth century).
