The plenary session of the Calp City Council has approved the start of the process so that the Interior Reform Plan for Calle Llibertat (previously known as PRI José Antonio) can become a reality. The green light is thus given to an urban project that was already contemplated by the PGOU of 1989 - which also included that of 1994 and ratified the homologation of the PGOU of 1998 - and which until now had not been developed.
The plan will affect the block between the streets La Font, Llibertat, de Fora, Petit and Avenida del Norte and will allow the urban development of this area. On the one hand, it sets the limit between the public square located in the center of the block and the private homes.
In 2018 the City Council reached an agreement with the majority of the owners to obtain the 2.029 meters of land to expand said square.
And on the other hand, it establishes the urban regulations under which the houses located in said streets will be governed, so that after the approval of the PRI, the neighbors will be able to request construction licenses, something that until now they could not do.
In this sense, the plan foresees an increase in the building capacity of the houses: up to four floors in the part that faces the square – currently there are only two floors – while in the part of the houses that faces each street, the same building criteria that govern the houses on the opposite street. In compensation for this increase in buildability, the residents must grant the City Council 10% of the use, either through the transfer of space or in use in another place in the municipality or through the corresponding financial compensation.
In addition to the public square, the PRI also contemplates the construction of a two-story parking garage in the basement and there will be four accesses to the square: one from Avenida del Norte for both vehicles and pedestrians and the other three pedestrians on Petit street, the Font and Llibertat.
The municipal Technical Services have drafted the plan as well as the Initial Strategic Document. Both documents are prepared from a gender perspective since a study was previously carried out in this regard that included a citizen consultation to find out the needs and uses of this space by citizens. This point was approved with the votes in favor of the government team (PP – Ciudadanos), PSOE and Compromís.
Let's defend Calpe, despite considering that this project is of general and positive interest, opted for the moment to abstain. “In order to make a fair decision, we would like to know all the negotiations that have been held with the owners, what results have they given and what has been negotiated. We are going to refrain to try to understand that information because the file does not include all the information that there is until today, "said the spokesman for the formation Paco Quiles.
The spokesman for Compromís, Ximo Perles, pointed out that it is a "favorable and positive" project and announced that his formation will present "allegations, which are rather proposals" and in this sense, he advocated that the square have more extensive entrances.
The spokesman for the municipal socialist group, Santos Pastor, for his part, stressed that it is an area "very deteriorated from an aesthetic and urban point of view with respect to how other areas of the urban nucleus have evolved over the last 30 years" and Therefore, it is necessary to provide a solution, in addition to highlighting "the climate of good understanding" that has existed on the part of a majority of the neighbors towards this project.
In addition to thanking the support of Compromís and PSOE, the Councilor for Territory, Juan Manuel del Pino, remarked that with the PRI "it is about creating a space that is to improve people's lives, to revitalize the old town" and added that now the project will go on public display and then after assessing the allegations
presented will be approved definitively by the plenary.
The spokeswoman for the PP municipal group, Noelia Císcar, defended that the process followed in the processing of the PRI "has been transparent from the beginning", and added that "a project that has been stopped for 33 years will finally be released and that it will be a benefit for the citizenry”.

On the other hand, it was unanimously approved to declare the year 2023 as "Bofill Year" and create a commemorative commission for that year as it coincides with the 50th anniversary of the completion of the works of the Red Wall, one of the most emblematic buildings that it carried out. the Catalan architect in the municipality.

Regulation selection processes
The plenary session also definitively approved, with the votes in favor of the government team, PSOE and Compromís, and the votes against Defendamos Calpe, the regulations of the bases that must govern the selection processes of the City Council's personnel, as well as the processes for the creation and operation of job boards.
In the final approval of this regulation, part of the allegation presented by Defendamos Calpe was considered, which demanded that experience in the private sector be considered to access the positions offered by the consistory and, moreover, with the same score. Finally, as adopted by the negotiating table in which the political and union forces are represented, it will be contemplated to score 0.05 points per month worked in the public company and 0.015 points per month worked in the private company only in trades personnel positions. considering that the work performed is similar.
