Pedreguer approves a budget of more than 9 million for 2023 after a decade of positive accounts

The Pedreguer City Council yesterday fully approved the municipal accounts for the 2023 financial year, which will amount to 9.335.000 euros, both in expenses and income. "For the tenth consecutive year with a positive remainder, thanks to economic management that has allowed the institution to have liquidity, reduce debt to 0 euros and pay suppliers in less than a month," they point out.

The session also served to approve, with the vote in favor of Compromís and the abstention of the rest of the groups, an extrajudicial recognition of credits of 20.097,34 euros to deal with the representation of the ALAS family parade; honor awards meal; the rights of access and down payments to Iberdrola; check vehicle in the ITV; various repairs; the dog residence service for the November 2022 monthly payment; technical works of lights and sound of the cultural acts of September, October and November 2022; the maintenance of the animals the month of October 2022; and the treatment of bulky waste (collection and management of vegetation) for the month of November 2022.

Sanitized debts

The accounts proposed by the government team have gone ahead with the favorable vote of Compromís, the abstention of the CUP and the vote against the rest of the groups. As has been the case since 2012, this year no income is expected via a loan, except for one arranged with IVACE, a necessary condition to qualify for a reimbursable subsidy. As the Consistory points out, this will be the fourth municipal budget that starts on January 1 with a municipal debt of 0 euros, compared to 4.491.767,36 euros in June 2011 or approximately 2 million euros in December 2016. .

The reasons for increasing budgets by 4,5%

The accounts for 2023 will be 4,53% higher than those of 2022, going from 9 million euros for the first time since 2014.
Different factors condition this increase in accounts. On the one hand, there are the general consequences derived from the crisis caused by the pandemic and the war in Ukraine, with the increase in prices, the CPI and inflation. On the other hand, the particular consequences that this has caused at the municipal level, such as the revision of the prices of the waste collection concession, to adjust to the CPI or the salary increase set by the Spanish government, among others. Also noteworthy is the significant increase that the recently approved revision of the List of Jobs will entail, which will mean an almost general increase in all wages for the municipal staff.

Even so, and thanks to other factors that allow the City Council to have more income (subsidies, tax on construction and works, urban planning licenses, the fee for special use of supply companies or the new entry for the income of the public price for supply of drinking water, as well as having completed the annual lease that has been paid for the artificial turf of the football field since 2011), not only the main axes are maintained (the items earmarked for social welfare, social assistance, subsidies to social associations without profit motive, equality, school nursing, contribution to MASSMA, contribution to the Red Cross, aid to refugees and in the third world, to Residence or scholarships for higher studies; promotion of employment; culture and education -cultural and youth programming, agreements with cultural associations and entities, extracurricular activities and workshops or aid to carry out est higher udos), but, in some cases, increase the amount. Specifically in terms of contributions to MASSMA or CREAMA, spending on youth and equality or subsidies to sports or social entities.

The 2,5% increase provided for by the entire municipal staff is contemplated, despite not applying it to the wages of political positions, which is frozen, for the third consecutive year. Also contemplated in Chapter 1 of Personnel, which increases by 11,05%, is the consignment of seven new jobs, plus the increase of a third of the increase in remuneration, the result of the new RLT approved in November 2022, which will be effective in three annual installments.

Finally, the 5 citizen proposals with the most votes arising from the Participatory Budgets have also been consigned: the improvement and renovation projects of the Municipal Library and the comprehensive reform of the old nursery, the rainwater collector on Avenida de Alicante, the urbanization project of the area before the CEIP Alfàs and provide the local police with a Mobile Traffic Education Park.

On the other hand, the accounts that are proposed will allow other actions to be carried out, such as the restoration and fitting out of the Pòrxens, the sewerage works on Avenida País Valencià and Avenida de Alicante, the stormwater works in Plaza Mayor and Mestre Serrano, the construction of a composting facility, the acquisition of a shelter for abandoned animals, the adaptation of changing rooms and bleachers of the sports center or the change of artificial turf on the soccer field.

Points approved in plenary

Other points approved in the last plenary session of the year were delegating and entrusting to the Provincial Council of Alicante, through SUMA, the management of certain powers in matters of management and collection of administrative sanctions that failure to comply with the new coexistence ordinance entails , with the votes in favor of Compromís and the socialist group and the abstention of the rest of the groups; the municipal Ordinance regulating the Rastro in the les Galgues industrial estate, with the vote in favor of Compromís and the CUP and the abstention of the rest of the groups; the ratification of the creation of the Management and Modernization Entity of the Les Galgues industrial area, approved with the votes of Compromís, PP and PSOE and the abstention of the CUP; the delegation of powers for actions on energy efficiency, comprehensive renovation of the center, children's classrooms and others at CEIP l'Alfàs, with the unanimity of all groups; and the price review of the contract for the urban solid waste collection and street cleaning service, as a result of the request made by the concessionaire company on November 15, taking advantage of what is stipulated in the signed contract, going from 850.777,51 to 961.378,59 per year, approved with the votes in favor of Compromís and the vote against the rest of the groups.
