The Law against Depopulation will encourage teaching or health personnel in rural areas

The regional secretary of Territorial Cohesion and Policies against Depopulation, Elena Cebrián, has announced that the Law against Depopulation prepared by the Consell will incorporate the rural perspective in all the policies and regulatory projects of the Generalitat, "to ensure its benefit to the territories of the interior and create new opportunities”.

This was stated in a meeting held with representatives of local entities, at Casa de las Brujas, where he assured that the initiative constitutes a "pioneering" measure in public management.

Cebrián, accompanied by the general director of the Valencian Anti-Despopulation Agenda (AVANT), Jeannette Segarra, holds a series of meetings to present the Draft Law on measures against depopulation, which is in the public information phase, to municipalities, associations , Provincial Councils and other entities.

The regional secretary has assured that the intention of the Generalitat is for it to be "a very consensual law" that reinforces coordination and collaboration with local administrations and entities and has highlighted the transversal and comprehensive nature of this law "that consolidates policies against depopulation developed by the Consell and gives stability to measures such as the Cooperation Fund for the fight against depopulation or differentiated taxation”.

Likewise, among the measures of social, economic and territorial cohesion included in the Preliminary Draft, Cebrián has highlighted that the Generalitat will adopt the necessary measures to promote the stability of public employment to serve municipalities at risk of depopulation, "thus guaranteeing equality of opportunities in access to public services.

Through incentives, the creation of territorialized job banks or the promotion of teleworking, the aim is to end temporary employment, especially in the educational, health, social, security and emergency response fields.

Positive discrimination

From an integrating, multisectoral and multidisciplinary vision, the law against depopulation will adopt positive discrimination measures in these territories, and will launch actions to promote equality and fight against the gender gap, as well as to avoid social and financial exclusion. .

Likewise, it will reinforce administrative capacities in the smallest municipalities, create environments that strengthen the economic fabric, the social economy and the diversification of traditional and emerging sectors, and will take advantage of the green transition, digitization and technological innovation.

The regional secretary explained that the objective of this period of public information is to collect the claims, needs and proposals of all those entities and administrations "that have been working and fighting for the territory".

In this way, all interested entities will be able to participate and make their contributions to the draft that is available through the website of the Presidency of the Generalitat (see here).

Advance Strategy 20-30

Cebrián recalled that the basis of the new law against depopulation is permanent dialogue with Valencian universities, local entities and the Valencian Federation of Municipalities and Provinces (FVMP).

One of the Consell's main tools in the fight against depopulation is the Avant 20-30 Strategy, a strategic plan carried out in collaboration with the Avant Chair, made up of the five Valencian public universities. The document includes more than 200 specific actions of an economic, social, cultural, environmental and anti-depopulation political governance dimension.
