Ondara's budget for 2023 will be half a million euros higher than last year

The Ondara City Council celebrates this Thursday, December 22, 2022, the ordinary plenary session of the month, and among the items on the agenda stands out the provisional approval of the 2023 Municipal Budget, execution bases and staff. The General Budget for the 2023 financial year of the Ondara City Council amounts to 7.825.000 euros, which represents an increase of 525.000 euros (+7,2%) with respect to the budget for the current 2022 year (which amounted to 7.300.000 euros). . The budget of the municipal company SINMA is 2.070.000 euros for 2023 (which means an increase of 105.000 euros compared to 2022).

According to the mayor of Ondara, José Ramiro, the philosophy of the government team in budget containment is maintained, despite the difficulties of recent months in terms of inflation and price increases for both supplies and services and works. Precisely, the Government Team has opted for an expansive budget due to inflation and the increase in prices (in the case of expenses), and due to the increase in supra-municipal contributions and income thanks to the growing evolution of licenses urban planning and the installation of new companies and shops in the Retail Park (in the case of income).

In the case of investments, the most outstanding for 2023 are the 110.000 euros that will be allocated to the new Bar in the Plaza de Toros (being the main work that will be carried out in Ondara next year); the 50.000 for the participatory budgets of 2023; 40.000 euros for the rainwater plan, or 10.000 for the Ondara Sustainable Urban Mobility Plan. Also noteworthy for the next financial year are the 20.000 euros more that will be allocated to the contribution to the Parish (making a total contribution of 22.600 euros), on the occasion of the celebration of the Centenary of Our Lady in 2023, to contribute to the Ondara City Council in this outstanding event for the people and to be able to have some dignified acts and at the height that deserves the hundredth anniversary of Soledad as patron saint of Ondara.

As detailed by the mayor, in the income section, the increase in the 2023 municipal budget is concentrated in different items. 62,5% of the increase in income, €328.000 of the €525.000 increase in Chapter IV (Current Transfers), is due to the increase in contributions from the General State Administration, Generalitat Valenciana - Infant School, and Generalitat Valenciana - Youth Network (€280.000, €35.000 and €28.000 respectively). 19,3% of the increase in income, €101.200 increases in Chapter III (Rates and other taxes); €22.000 from the collection of educational activities that was not accounted for in other years (summer schools), €25.000 and €15.000 for the registration of tax objects and licenses to open establishments have been incorporated into the most significant items; €18.000 of the fee for the use of the flight, cables and poles. In addition, the application of the Municipal Circulation Ordinance, the Municipal Civic Ordinance, the Municipal Ordinance for Accompanying Animals and Law 4/2015 on the Protection of Citizen Safety has led to an increase in the section of sanctions and tow truck of €13.200. , among others. With regard to Chapter I (Direct taxes), the Urban Real Estate Tax item has increased by €100.000, 19% of the increase in income. Said increase, although for 2023 a reduction in the tax rate has been approved in the urban IBI and consequently in all the receipts of the population, is due to the incorporation into the register of new tax objects that have occurred or are expected to occur in 2023, especially in the tertiary and industrial part of the population, thanks to the growing evolution of urban planning permits and the modification of urban compatibility of the Marjals Commercial Park, which allows new constructions in said park and the installation of new companies and shops with their planning and opening permits for establishments.

Regarding the expenses, the Municipal Budget of Ondara 2023 is marked, on the one hand, by the Budgetary Control in items affected by inflation, and the increase in prices of supplies, services and personnel. In order to guarantee budgetary stability, there has been an increase in budget items linked to autonomous spending, services necessary for the proper functioning of the town hall and municipal staff. In 15 items it represents an increase of €666.610 that must be compensated in other economic items (particularly highlighting the increase of 154.950 euros in spending on energy supplies, which goes from 199.650 euros in 2022, to 354.600 in 2023). In current spending and spending of councils, there is an increase of 5% and a decrease of 1% respectively with respect to the previous year, which clearly marks the increase in prices and the containment in the expenses of the councils.

On the other hand, in expenses, the reorganization of municipal services with the Municipal Company SINMA, with greater endowment of resources, has been taken into account. For the 2023 financial year, this reorganization continues with the management request to SINMA for the cleaning of several municipal buildings, in addition to assuming the concierge and daily maintenance of the municipal pavilion. We must also take into account the increase in electrical energy items that has been reabsorbed to a greater extent by the company itself, but the City Council must contribute part of this increase. The contribution to SINMA is €105.000 more than in 2022.

Continuing with the expenses, within the planning of human resources of the City Council, in 2023 progress is made in what was agreed in the General Negotiation Table when it comes to transforming jobs "to create a more robust and structured team of workers" . Apart from the increase that the PGE will mark for all civil servants, foreseeably 2,5% of the wage bill, these transformations represent an increase in the Personnel Chapter, quantified at €161.500, 6% more than in 2022. Regarding the support for social and regional healthcare entities, the contribution of subsidies to local and regional healthcare associations has been maintained, reaching an economic amount of €174.900 (€20.000 more than in 2022). Regarding the investment capacity of the 2023 budgets, €265.000 has been budgeted. The items for Participatory Budgets, the Plaza de Toros Bar Project, and an item for the Ondara Sustainable Urban Mobility Plan, among other investments, have been endowed.
