In the past ordinary plenary session, the City Council of El Poble Nou de Benitatxell approved the provisional agreement for the modification of the tax ordinance regulating the Real Estate Tax, which reduces the IBI tax rate from 0,83% to 0,82%. The decrease will come into effect next year 2025. Already in 2019 a reduction was made from 0,85% to 0,83%, so the municipality has 3 reduction points accumulated in 5 years.

This measure has been taken following the publication last Wednesday of the beginning of the individual notification process for updating the general presentation of cadastral values ​​on which the Territorial Management of the Alicante Cadastre is working. Given that this modification of cadastral values ​​(it is the reference used by town councils to calculate the IBI base) foresees updating the prices and, therefore, in some cases the value of the homes will increase, adapting them to the current market price, the team The government (Més Benitatxell) has decided to compensate for this with a reduction in the IBI tax rate. This adjustment of cadastral values, which aims to resolve the current imbalance and achieve tax justice, will be carried out progressively over 10 years.

The value presentations include the criteria to determine the cadastral value of each real estate property. According to legislation, they must be updated every 10 years or when there are substantial differences between market values ​​and current cadastral values. And in Poble Nou de Benitatxell this scale has not been updated since 1994, 30 years ago.

The City Council detected some time ago large tax imbalances between the different areas of the municipality. After some verifications, the Territorial Management of the Cadastre confirmed that there are numerous areas that are paying taxes much lower than others. And there are many homes whose cadastral value does not even reach 20% of their market price, when, according to the legislation (Ministerial Order of October 14, 1998 on approval of the M value module and the RM coefficient and on modification of Securities Presentations), this figure should be at least 50%.

Specifically in the Jazmines area, as confirmed to the Consistory by the Territorial Management of the Cadastre, there are very luxury homes that have on average a cadastral value of only 15% of their market value. Thus, if we were to use as an exemplary case a 2 million euro villa that only has an assigned cadastral value of 15% of its market price (when it should be at least 50%), we could say that it is failing to contribute to the municipal coffers 5.900 euros annually. That is, of the 8.300 euros that you should pay in IBI, you would currently be contributing only 2.490 euros. On the other hand, at the other extreme, the urban center is the only area whose cadastral value is closest, in general, to the parameters of 50%, although not entirely.

The fact that certain homes have a cadastral value of 15% or 20% of the market value is causing a significant reduction in the revenue that the City Council receives in the form of IBI, which results, as the mayor explained, Miguel Ángel García, in "an inability to meet the maintenance and conservation demands that we receive from all areas. There is a clear tax imbalance between residents of the municipality from different areas. We have the obligation to ensure the equality of all citizens in every sense: in rights and obligations. It is not fair that a 2 million euro chalet is contributing almost the same as a humble home because its cadastral value has not been updated."

Furthermore, he stressed, “the current reality is not what it was 30 years ago. The demand for services is much greater and, obviously, costs have risen substantially, so the most responsible thing is to update ourselves as a city council and as a municipality to achieve tax justice that allows us to provide the quality services that the people deserve. ».
