Education guarantees the continuity of the book bank after the choice of the base language

The Director General of Educational Centres, Jorge Cabo, has assured that the continuity of the book bank in educational centres is "guaranteed and will not have any cost for families" after the process of choosing the base language.

Cabo said that "the consultation process for choosing the base language is absolutely structured and does not entail any harm to families or any cost." He also stressed that "the book banks are guaranteed and, if it were necessary to expand them, this will be done."

Regarding the first years of Primary Education, the Director General explained that "the replacement is 100% of the books, so there is no problem." Regarding the higher years, he pointed out that "from the third year of Primary Education onwards there cannot be more than a 20% difference in time between the two official languages, so the Ministry will establish the replacement and renewal rates that will be adapted to the needs of the centres."

Jorge Cabo has explained that, regardless of the base language chosen in each group, "in the linguistic areas each book will be in its language (Valencian, Spanish and English)." In addition, he has pointed out that at least one other subject must be taught in English to reach 15% of the teaching time in this language.

As for the rest of the subjects, he stressed that "the centre can set the language of instruction for some of them for all groups, regardless of the base language." As an example, he mentioned that "in Primary, Mathematics could be taught in Spanish and Knowledge of the Environment in Valencian." In this way, it would only be necessary to duplicate the books in Valencian or Spanish in the event that the base language was modified from one year to the next.

For the 2024-2025 academic year, the Department of Education, Culture, Universities and Employment has allocated a total of 33.121.945,48 euros to renewals and replacements of textbooks and curricular material. The replacement rate has been 100% for the first and second years of Primary, 18% for the rest of the Primary and Secondary levels, and 25% for Baccalaureate.

Following the floods of 29 October, special supplies have been allocated to the affected centres.

Planning for the 2025-2026 academic year

Looking ahead to the upcoming 2025-2026 academic year, the Ministry will adjust the replacement and renewal rates according to the needs of the centres, with the aim of guaranteeing the continuity of the book bank and ensuring that the change of base language does not entail any financial burden for families.
