The Municipal Group Defendamos Calpe has presented a proposed resolution to include in the agenda of the next ordinary session of the Plenary Session an initiative that seeks to expand citizen participation at the municipal level. The proposal, presented by the councilor spokesperson Francisco José Quiles Zaragoza, is based on current legislation and highlights the importance of giving citizens a direct voice in the Plenary Session, the collegiate body with the highest political representation at the local level.
The proposal bases the need for this initiative on various points, among which the inclusion of general principles and objectives of citizen participation in regional legislation stands out. Likewise, it emphasizes that the current procedure limits the publicity of matters that affect citizens, since the questions are asked in writing and the response is direct to the interested party, without public knowledge.
The proposal suggests that, once the councillors' question and request period has concluded, residents can ask direct questions orally to the Plenary and to the various councillors on matters of general interest. It is proposed to provide a microphone for residents and a symbolic lectern called "Councillor 22" as a visual reference for participants.
In addition, a maximum time of 1 hour is established to collect, in each ordinary plenary session, questions from neighbors. Each neighbor will be able to ask any questions they wish, rotating the use of the floor in the case of other participants. In the event that some neighbors have not been able to ask their questions, the possibility of extending the established time will be evaluated in the same plenary session or they will be summoned for the next ordinary session.
